Diechmann Category: Informational ALCO Company aps Expires May 31, 1997 Jan 1997 Localisation of registry function and services (draft-iahc-diechmann-localisation-00.txt) ABSTRACT In the interest of genuine dispersion of the control with the DNS, registry function and services should be localised to the greatest possible extend by appointing new registries on a basis of locality. BACKGROUND We are located in a far region of Denmark and find ourselves hopelessly deprived of control with the registry functions and services due to the current "run on domain names". Big corporations with the financial strenghts to corner the market for attractive domain names has made it impossible to give local customers the domain names that would fit best to their organisation. PROPOSAL We propose to widen the range of TLDs to incorporate regions like, say .NewYork, .LondonCity, .Jylland or whatever size is deemed appropriate in the region - or perhaps in an even more liberal world, requested by local operators. We further propose to appoint new registries on a basis of locality and not economic or structural competitiveness. TECHNICAL IMPLICATIONS A wast expansion of the TLDs will impose an number of technical implications on the root-servers. Rejecting the idea of a multitude of TLDs merely on the technical implications can, however, not be the way ahead in our view. EPILOG We do not want to impose bureaucracy on the registry function and services and neither do we want to bar competition but if a more equally dispersed control of the DNS is not reached, we envision a near future with only a few companies controlling the name-space by having had the financial and structural strenghts to corner the market in time - and this will lead to the opposite of competition: pragmatic monopoly Author Walther H.
